Grant Lesswing
Business Development Officer, ECIDA

Grant is currently a Business Development Officer, concentrating his efforts on all aspects of economic development including Tax advantage programs, business loans as well as business outreach through the "Your Growth is our Business" program.

Prior to joining the ECIDA, Grant was the District Director for the State of New York Mortgage Agency/ New York State Housing Finance Agency for 11 years.

Philip Riggs
Project Inspector, ECIDA

Phil Riggs joined the Erie County Industrial Development Agency in 1995 as facility manager, and broadened his responsibilities to include civil and railroad construction and assisting the Buffalo Urban Development Corporation with construction projects.

In 2009 he was certified as a Six Sigma Green Belt for process excellence through the University of Buffalo's Center for Industrial Effectiveness.  In 2013, Phil received national recognition from the International Economic Development Council for his work on an Erie County railroad project that reclaimed a major parcel of land occupied by rail tracks for commercial development.

Phil and ECIDA Business Development Officer Grant Lesswing are currently spearheading efforts to design, construct and operate a zero-energy building for light manufacturing. The project would pioneer the development of low-energy cost manufacturing facilities in the United States.

Sean Fallon
Construction Project Manager, ECIDA

Sean joined the ECIDA in July of 2021 to fill a new position as Project Manager overseeing the variety of land and infrastructure improvement projects underway and upcoming under the ECIDA umbrella. Projects include continued improvements to the Renaissance Commerce Park in the form of new utility and road extensions within the Park, planning for future improvements at the Agribusiness Industrial Park located at the former Eden-Angola Airport Site and management of a variety of other ECIDA properties and facilities.

Sean graduated from the University at Buffalo with a BS in Civil Engineering in 2011 and began his career with the Benchmark-Turnkey Companies as a Project Engineer. During his time with Benchmark-Turnkey Sean spent extensive time working on remedial efforts of the former Bethlehem Steel Plant Site in Lackawanna, NY, in both field and office capacities. In 2014, he began a career with LP Ciminelli as an Assistant Project Manager and served several capacities on the Jacobs School of Medicine project in downtown Buffalo. He acquired his LEED AP BD+C certification while working for Ciminelli. Sean moved on in 2018 to become a Project Manager for Clover Construction Management. He managed the construction of several turn-key independent senior living facility projects for Clover in Southern Ohio and Kentucky with a total estimated value exceeding $90M.
